什么是ATA單證
“ATA單證冊(cè)”又稱暫準(zhǔn)進(jìn)口單證冊(cè)，是世界海關(guān)組織為暫時(shí)進(jìn)出境的貨物而設(shè)立的一本國(guó)際通用的海關(guān)通關(guān)文件。迄今全球已有近70個(gè)國(guó)家和地區(qū)實(shí)施了ATA單證冊(cè)制度，我國(guó)從1998年開(kāi)始實(shí)施ATA單證，中國(guó)國(guó)際貿(mào)易促進(jìn)委員會(huì)/中國(guó)國(guó)際商會(huì)是我國(guó)ATA單證冊(cè)制度的出證和擔(dān)保商會(huì)。

ATA單證冊(cè)是一本國(guó)際通用的海關(guān)通關(guān)文件，它是世界海關(guān)組織（WCO）為暫時(shí)進(jìn)出境貨物而專門創(chuàng)設(shè)的。ATA由法文Admission Temporaire和英文Temporary Admission的首字母縮合而成，表示暫準(zhǔn)進(jìn)口。ATA單證冊(cè)也被稱為“貨物通關(guān)護(hù)照”


ATA單證的作用
ATA單證冊(cè)可使申請(qǐng)人免去向海關(guān)交納押金或申請(qǐng)臨時(shí)進(jìn)口擔(dān)保的情況，申請(qǐng)人能夠預(yù)先安排并使用統(tǒng)一的文件去辦理海關(guān)手續(xù)，同時(shí)單證下的貨物可以免辦理進(jìn)出口許可證。ATA單證冊(cè)制度旨在統(tǒng)一和簡(jiǎn)化貨物暫準(zhǔn)進(jìn)出口的海關(guān)手續(xù)，為暫時(shí)進(jìn)出境貨物在全球范圍內(nèi)的流動(dòng)提供通關(guān)便利，它囊括了整個(gè)暫時(shí)進(jìn)出口活動(dòng)中貨物所涉及的在本國(guó)和在暫準(zhǔn)進(jìn)口國(guó)的所有通關(guān)文件。

1、展覽會(huì)和交易會(huì)的貨物；
2、商業(yè)樣品；
3、專業(yè)設(shè)備；
4、其他符合臨時(shí)進(jìn)出口國(guó)家加入的國(guó)際公約的規(guī)定貨物。
 
暫時(shí)進(jìn)出清關(guān)所需資料
ATA單證冊(cè)項(xiàng)下的暫時(shí)進(jìn)出境貨物清關(guān)
1、ATA單證冊(cè)；
2、進(jìn)出口貨物清單；
3、其他相關(guān)商業(yè)進(jìn)出口單據(jù)或者證明。

辦理ATA單證冊(cè)需提交的材料：
1、ATA單證冊(cè)申請(qǐng)表；
2、貨物總清單；
3、申請(qǐng)人身份證明材料的復(fù)印件。

非ATA單證冊(cè)項(xiàng)下的暫時(shí)進(jìn)出境貨物清關(guān)

The role of ATA documents
The ATA document book can exempt applicants from paying a deposit to customs or applying for temporary import guarantees. Applicants can arrange and use unified documents to handle customs procedures in advance, and the goods under the document can be exempted from obtaining an import and export license. What is an ATA document
The ATA document book, also known as the provisional import document book, is an internationally recognized customs clearance document established by the World Customs Organization for temporary import and export of goods. So far, nearly 70 countries and regions around the world have implemented the ATA document system. China has been implementing the ATA document system since 1998, and the China Council for the Promotion of International Trade/China International Chamber of Commerce is the issuing and guaranteeing chamber of commerce for the ATA document system in China.
